Insight Development Corporation is the development arm of the Indianapolis Housing Agency. As a nonprofit organization, our mission is to provide customer-focused, quality, affordable housing in furtherance of the goals, mission and vision of the Indianapolis Housing Agency and to assist communities in meeting a variety of housing needs.
Our experience working with state and local government, community organizations, and private partners has allowed us to establish a national reputation for undertaking complex, affordable housing development projects. As a result, we’re positioned to help communities throughout the nation identify and secure mixed-source financing to support the development, rehabilitation and operation of public and affordable housing needs across the country.

History
In an effort to support the Indianapolis Housing Agency’s mission, Insight Development Corporation was established as a 501(c)(3) in 1997 as part of the Concord-Eagle Creek development. Our goal of expanding the supply and enhancing the quality of affordable housing options in Marion County has remained unchanged. Since our inception, Insight has served as sole or co-developer on mixed finance developments worth over $123 million that resulted in the creation of 462 affordable housing units, 64 market rate units and 52 homeownership units as well as 14,000 sq. ft of commercial space.
