Ms. Green has over 23 year of experience in community development, affordable housing development, asset management, strategic planning and compliance. Ms. Green formerly served as Vice President of Insight Development Corp, Director of Compliance and Director of Strategic Planning and Development for IHA. At the City of Indianapolis Department of Metropolitan Development Department, she formerly served as Assistant Administrator for Community Development and project manager for its nationally recognized Fall Creek Place development. Ms. Green brings substantial expertise in the Low Income Housing Tax Credit (LIHTC) Program and mixed-finance development. She serves on the Indianapolis Neighborhood Housing Partnership, Renew Indianapolis and the Indiana Affordable Housing Council board of directors. She is a sought after conference panel participant related to the Rental Assistance Demonstration Program (RAD).
Vice President / Director of Development for IHA
Ms. Quick evaluates development opportunities, coordinates development plans and oversees IHA’s real estate development and modernization projects. She also leads the agency’s five-year and annual planning processes in cooperation with HUD. Ms. Quick has more than 15 years of experience in community and economic development in both the public and private sector. Ms. Quick previously served as Senior Special Projects Manager for IHA, as well as Assistance Administrator of Economic Development for the City of Indianapolis, Department of Metropolitan Development.
Joel “Gene” Dibbern
Senior Construction Project Manager
Mr. Dibbern manages field superintendents and other construction project employees, inspects projects to maintain compliance with code and design specifications, and ensures that construction documents are in order for HUD monitoring purposes. Mr. Dibbern manages the capital projects for IHA’s housing portfolio. Mr. Dibbern’s career has been in the construction industry, and he has worked at IHA for over 30 years.
Ms. Green is the Project Coordinator for IHA/Insight. She coordinates and oversees technical and office support. Develops and implements improved office and departmental procedures. She is responsible to ensure that project documents are complete, current and stored appropriately for auditing and monitoring purposes.
Real Estate Manager
Oversees the operational aspects of commercial and residential properties owned, managed or leased by Insight Development Corporation or the Indianapolis Housing Agency. Responsible for managing the financial aspects of a property. Maintains occupancy rates, expiration dates of leases and other issues related to commercial real estate. Negotiate contracts for the purchase or lease of property. Investigate and resolve complaints from commercial tenants. Plan and direct the purchase, sale and development of real estate properties on behalf of Insight or IHA.
